Rudy Huebner

Fountain Valley City Council Candidate 2022

What is your position on High Density housing in Fountain Valley?

I support it.

I know high density is unpopular, but it is one of a multitude of options available to the city to meet the state mandate, and should be utilized only when necessary. I view high density as a last resort, and instead favor creative solutions involving mixed-use development and medium density units such as Condos or Townhomes that offer young professionals and families the ability to establish roots in Fountain Valley. It would benefit us as a community to be open minded to a variety of housing options, including higher density where appropriate – currently, only 2 sites in the entire city qualify for this type of zoning. I trust the years of research and expertise the GPAC and Planning Commission have dedicated to expanding our housing element, and based on their guidance, we can address this issue and meet the requirements set by the state on our own terms without compromising our values.

What should our policy be regarding AirBNB and other short-term rentals in Fountain Valley?

Ban them completely.

There is a major problem with street parking in our city, especially in areas where there are apartment dwellings nearby. How do you plan to address that issue, especially considering state housing mandates and projects like Slater Investments?

  • Require street parking permits.
  • Require more parking spaces for new developments.

Which of these ideas do you think are good ideas for increasing city revenue?

  • Bring more business into the city.
  • Other (please specify):

As a former small business owner, I understand the value small businesses bring to the community, and I want to support existing businesses to grow and modernize. Offering a greater choice of high-speed internet providers will benefit both existing businesses and attract new businesses to our city. I am also in favor of streamlining the permitting and licensing process by utilizing the latest technology to make it easier to do business in Fountain Valley.

I support identifying additional revenue streams for the city, such as the electronic billboard, which is projected to generate millions in advertising revenue for the city at no cost to residents. A market adjustment of our TOT rates is another potential source of revenue. Additionally, integrating or upgrading business technology solutions could save costs and time by streamlining internal city processes.

Should Fountain Valley increase its TOT (Transient Occupancy Tax) from 9% to 10% to be at the same level as nearby cities?

Yes (increase TOT tax)

Since our TOT is below average compared to other neighboring cities, a market rate adjustment does not seem unreasonable. I am in favor of pursing opportunities that bring revenue to the city at no cost to residents.

Additional Statement:

I am passionate about serving on the city council and believe that a healthy community is one where residents and schools are safe, businesses have the tools to succeed, and families and young professionals can thrive.

For more than 25 years I have called Fountain Valley my home. I have fond memories of growing up in a safe, family-oriented community and graduating with honors from Fountain Valley High School. Recently, I served a term on the Board of Directors for the Fountain Valley Community Foundation, a non-profit organization dedicated to developing and funding the city’s community improvement projects and services. I am also a volunteer and member of the Fountain Valley Woman’s Club. I’ve experienced firsthand how these organizations directly impact and improve lives in Fountain Valley, and this inspired me to continue to serve my community by running for office.

As a software developer and former small business owner, I believe there is an opportunity to positively impact the lives of others through technology, and I hope to bring a fresh perspective to the dais. If elected, I’ll ensure our police, fire and public works departments are well funded and equipped to serve our residents and businesses, and the city is able to fulfill its financial obligations. I’ve earned the endorsement of the Fountain Valley Police Officer’s Association, a testament to my commitment to public safety.

I am excited for the future, and respectfully ask for your vote so I can serve the community I love. Thank you!
